Spain Initiates ‘Canary Islands Declaration’ for Enhanced Global Judicial Collaboration
Bolaños stresses the necessity of developing “shared tools” to combat transnational crime

Spain, along with 15 other nations, signed the ‘Canary Islands Declaration 2024’ this Friday, a document that commits to “developing common policies” aimed at enhancing the quality of Justice through international collaboration amongst judges, prosecutors, notaries, and public administrations.
The signing ceremony took place at the conclusion of the 19th Ibero-American Notarial Conference in Guía de Isora, Tenerife, with attendance from the Minister of the Presidency, Justice and Relations with the Parliament, Félix Bolaños, and the Attorney General of the State, Álvaro García Ortiz.
In his address, Bolaños acknowledged the “benefit” of such conferences, where “countries with similar judicial traditions” and mutual “issues” and “challenges” can discover “collective solutions.”
“This is the primary takeaway from this gathering,” he remarked, while emphasising the importance of establishing “shared tools.” “As individual nations, none of us can effectively tackle the issue of transnational crime,” he further stated.
For the minister, the joint declaration signed on Friday “is a clear indication of the direction we need to pursue.” The Attorney General of the State commended the existence of platforms such as the conferences held in Tenerife, asserting that international cooperation among Latin American prosecutors represents “the most potent weapon against organised crime.”
The document signed by 16 nations emphasises the significance of “developing shared policies based on the tenets of cooperation, harmonisation, and integration that bolster national policies and, crucially, enhance the quality of justice while fostering public trust.”
The declaration also articulates that “strengthening multilateralism is the most effective means of coordinating actions defined by States” as well as exchanging experiences and finding suitable and effective resolutions.
The statement further underscores the role of new technologies, which are regarded as a “crucial and unavoidable option for enhancing the quality of justice.”
